The current signal

NOAA puts the chance of a very strong El Niño this fall and winter above 90 percent. That is an outlook for an ocean-and-atmosphere pattern, not a promise of rain at your address.

Local forecasts and warnings still set your storm decisions. The seasonal outlook gives you time to inspect simple weak spots before bad weather arrives.

A blocked surface drain can turn ordinary runoff toward a low door. A loose downspout extension can send roof water toward the foundation.

If a wet spell arrives, those little faults can become repeated cleanup jobs. Today’s task is a dry-weather look from ground level: find the path, clear safe loose debris and flag anything that needs proper repair.

1997: The forecast bought time

The 1997 outlook gave communities time to prepare for winter. Editorial illustration.

In 1997, a major El Niño grew across the tropical Pacific. By autumn, NOAA was warning that the strongest U.S. effects were still ahead.

That timing matters. A storm warning often gives people hours or days. This outlook gave communities a longer window to look at the systems that would have to cope with winter.

NOAA’s October assessment described higher odds of a wet, stormy California winter. It also described different possible effects elsewhere, including a milder northern tier and wetter conditions along the Gulf Coast.

One ocean pattern could produce very different local jobs. There was no single national checklist that could replace knowing the ground around you.

In California, some cities cleared drains before winter arrived. The useful move was plain maintenance, done while crews could still reach the work.

A later NOAA report described the 1997–98 winter’s extremes, including California flooding, southeastern flooding, northeastern ice and Florida tornadoes. The season did not become one neat weather story.

Here is the lesson that gets lost when people debate whether a forecast was dramatic enough. Advance notice has value only if someone turns it into a task.

A forecast cannot remove a branch from a channel. It cannot fix a broken drain. It can give the people responsible a chance to spot the problem in daylight.

Your house is a much smaller system. The same distinction still helps. You do not need to predict the whole winter to find a disconnected downspout today.

Nor does cleaning one drain make a home flood-proof. It removes one avoidable blockage from a system that may soon be asked to do more work.

Think of the forecast as borrowed time. Use a little of it on something you can point to, photograph and check again. Then keep following the local information as the season develops.

Petra: The city gave floodwater a different route

Petra’s builders diverted water away from the Siq. Editorial reconstruction.

Petra sits among sandstone cliffs in what is now Jordan. The narrow Siq forms its famous entrance. It is a striking way for people to enter a city—and a dangerous route for fast-moving water.

The Nabataeans who built Petra had two water problems. They needed to keep a supply through dry periods. They also needed to keep sudden floods from rushing through places people used.

Their answer included a dam near the Siq entrance and a tunnel cut through rock. The tunnel diverted floodwater toward Wadi Mudhlim instead of letting it take the direct route through the Siq.

Petra’s official visitor guide describes the rock-cut tunnel as 88 meters long. That is serious work with ancient tools, aimed at a very practical choice: give the flow somewhere else to go.

The water system also included channels, reservoirs and cisterns. Storing useful water and diverting dangerous flow were related jobs, but they were not the same job.

The guide notes that the dam visible today was rebuilt in 1964 over the ancient structure. It also explains how lost maintenance allowed floodwater back into the Siq.

That last detail brings the story home. A drainage route is not finished forever just because someone once built it.

A passage can fill. A barrier can wear down. The intended exit can become less useful than the route toward the thing you wanted to protect.

Your patio drain is not Petra’s tunnel. The narrow connection is how a water path works over time. Its shape matters, and its condition matters.

A pipe on a building can look like drainage even when its outlet is blocked. A channel can still be visible while a pile of debris changes where the water goes.

The Nabataean lesson is to look beyond the source. Trace the route all the way to its exit. At home, that may take only a few minutes with dry shoes and a clear view of the ground.

  1. Pick one low door or patio edge. Work only in safe, dry conditions. Look for the nearby downspout, surface drain or channel.

  2. Trace the visible route. From the ground, note where roof or patio water should go. Take a before photo of a loose extension, debris pile or obvious blockage.

  3. Clear only safe, loose surface debris. Use gloves and a small tool you already own. Keep covers in place. Leave roofs, ladders, deep drains and street work to the right crew.

  4. Check the outlet. Make sure you have not simply moved leaves farther along the same path. Don’t redirect water toward a neighbor or another part of the house.

  5. Record the result. Take an after photo. Send a repair request to your landlord or arrange help for anything beyond a simple ground-level cleanup. Put the next check before the next forecast rain.
